Can I Start A Prototyping Business Without A Pe?

I am a certified EIT and need 4 years experience before I can take my PE test.
The job market is down and i want to start a business of my own.
Can I legally start a prototyping business where I am the only engineer, and contract out a PE to look at my work before it goes into full production?

    It probably depend what type of prototype and for whom.
    I am not engineer, I do lots of prototypes, lots of consulting, but not everyone wants my services
    It is very rare but in case of conflict, what I see is that I have to defend myself a lot more than academically certified engineers or well established companies.
    Here government companies, when they ask to rent a truck, model so and so, must have yellow carpet with purple flowers.
    Nothing else will do.
    Depending where you are, all you need is a busines permit.
